I have just gone to the Orange and found this

They have different stock allocations for upgrades and new customers when you go direct.

Stores don't have separate stock - if a store has a phone in you can have it as an upgrade OR as a new customer.

It sucks. Exactly the same happened on the Orange site with the 6630.

Trading standards don't cover things like that...

It's up to Orange what they offer their new and existing customers - they can run their business however they like within reason. Just like they only have a limited selection available on PAYG.
