There has been a general dive to the bottom in prepay. A friend of mine was finding it difficult getting a prepay handset costing more than £30 in CPW - they had to get one from the contract section with a prepay SIM in the end.

if they have the balls to sell at £3 (plus top up) - then they may as well go the whole hog and offer the handset free with the top up , surely that would be headline grabber ?

Actually, they already have! They are giving you the Nokia 1650 if you buy a simcard with £30 top up on Orange. Not bad if you just want to top up. You could top it up, ring orange and get them to change the top up onto your existing sim card, and then voila, free phone!

For a mobile phone £3 is ridiculously cheap, but when it comes to Motorola I'd be expecting a controlling stake in the company for £3. :)
