We have a problem where a feature for voice calls originated on the 3g network are not being HO to GSM when there is plenty of resources on GSM. We have 3g NSN, Core is by Siemens and Motorola GSM. Anyone has seen similar problem.

By what mechanism are you trying to trigger the ISHO? Exhaustion of spreading codes or resources in the cell? Does it never work, or only sometimes?

Testbed or live network? RAS'06 or 5.1? Have you checked that you have the BSIC & other details of the target 2g cell correct in the ADJG? ICSU traces would be useful too.
