When I connect to the Orange 3G network, I am allocated a local and a public IP address. Do any of these addresses change if I was roaming across cells over distances?

I actually don't know (but someone else might...) but I wouldn't have thought so. I'd imagine that while the connection persists your IP address will remain as, I would hope, cell handover would be transparent to tcp/ip.
