Indeed they are unlocked. I got my N70 today and used all of the sim cards i have in it with no problems. I love the fact O2 are the only network to resist massive amounts of branding and editting of menus etc.

O2 have the right idea keeping the handsets that way, it must be a whole load of extra time, effort and money that the others spend getting the handset the way they want for the network, usually with disasterous results. (think: Orange home screen, 3's network branding buried soooo deep into the SW). Nokia don't spend all that time developing their user interface for nothing! What most of the networks do to the handsets, IMO, don't add anything to the user expereince, if anything they just make it more messy and difficult to understand.

The more the networks try to lock customers into using the handsets with their network only and removing certain features only, i think, adds to the desire to leave that network to go somewhere free.
