Yep... you can have a 3G phone on O2 without having to worry about troublesome 3G handovers and such. Why's that? Well, because it's highly unlikely that you'll see any 3G coverage from O2 in the near future!

However, if O2's coverage (http://www.webmap.o2.co.uk/) does have some spots of use to you then perhaps the Z500 from O2 is right up your street?

O2's website is unfortunately the worst of all the operators. It's a complete mess, and external links are a nightmare. I did test it, promise, but I must be cookied :(
